The 47 series meetings of member states of the World intellectual property Organization (WIPO) which was held from September 22 to October 1, 2009 in Geneva (Switzerland) is over, where Kyrgyzstan was selected as regional coordinator of the World intellectual property Organization in certain countries. The region includes Russian Federation, Belarus, Ukraine, Tajikistan, Kazakhstan, Armenia, Turkmenistan, Azerbaijan and Uzbekistan.
The meeting of Mr. Ulan Melisbek, Chairman of the State Patent Service of the Kyrgyz Republic and Mr. Francis Gurry, Director General of the World intellectual property Organization took place at the WIPO Headquarters, Geneva.
During the meeting issues of regular presentation of regional specialists in the World intellectual property Organization and project of creation the society in the field of jointly copyrights managing was considered and supported by Mr. Francis Gurry, Director General of WIPO.
The Director General also supported the initiative of transfer the administration function of the national Domain zone KG to the Patent office of the Kyrgyz Republic, since the domain names System poses to number of challenges related to IP protection and because Internet has a global character, they have to be treated at international level.
WIPO has been engaged in solution of such problems since 1998 by elaboration of specific solutions, mainly within framework of the I and II WIPO processes related to domain names in the Internet. In particular, the WIPO Arbitration and Mediation Center (WIPO Center) provides trademark owners with effective international mechanism to fight against unfair registration and use of domain names related to their rights for trademarks.

Mr. Francis Gurry was appointed as Director General of the World intellectual property Organization (WIPO) and Secretary-General of the International Union for the Protection of New Varieties of Plants (UPOV) on October 1, 2008.
He was instrumental in establishing the WIPO Arbitration and Mediation Center in 1994 and subsequently in developing the highly successful Uniform domain name Dispute Resolution Policy. He served on the WIPO top management team from 1997, initially as Assistant Director General, then from 2003 as Deputy Director General with responsibility for patents and the PCT system, the Arbitration and Mediation Center, traditional knowledge, traditional cultural expressions and genetic resources.
